What does it mean when a license plate has an eagle and US written on the far left side of it? - license plate recognition

I've seen on some plates, where the left edge of the plate, it posted an eagle and the United States over them. Why do some people have these types of boards and citizens have standard plates?

I checked the IL DMV website and saw no such records. Sorry.
